gdb-arm

I created a new package called gdb-arm which has Scott Bambrough's
patched CVS-200000308 gdb.  I'm not sure how the release czar will
take to a new package at this point, but it is in the Incoming directory
for those needing it.

I expect this package to go away quickly in woody when the main
gdb is updated.
