I think we need to ask why we do it at all:

make install DESTDIR=debian/tmp/usr/bin MANDIR=debian/tmp/usr/man/man1
make[1]: Entering directory `/home/davidw/test/pwgen-1'
install -s pwgen debian/tmp/usr/bin
install -s pwgen.1 debian/tmp/usr/man/man1
strip: debian/tmp/usr/man/man1/pwgen.1: File format not recognized
install: strip failed
make[1]: *** [install] Error 1
