I use ftp.debian.org:/debian/dists/unstable/main/binary-arm/

If I recall correctly, these are more likely to be unofficial 'hacked'
packages, put together for the sake of having them.

"Devel" is a set of packages related to devel things - you want to go
up a directory.  These are official debian packages.
