Bug#988310: ssl-cert: make-ssl-cert uses same filename for template and output

Dear Maintainer,
The default (as described on make-ssl-cert(8)) behavior of make-ssl-cert uses
the first argument for both the template and the output file. This makes the
user either not being able to create the certificate, or to overwriting the
template with the -f option.
The suggested patch shifts the arguments, like it is done on other parts of the
script.
