Just to rule things out: When there is a problem the apache2 init
script may wait for 20 seconds for apache2 to start. I assume that you
have waited more than 20 seconds if the startup continues, correct?

When you boot in debug mode after the hang, it is possible that there
are error messages in the Apache error log file
/var/log/apache2/error.log . Please check if there is anything in
there that looks like an error and append it to the bug report.

If you have not "purged" apache2 in your package manager, the log file
should not have been deleted. So it may be possible that you don't
need to re-try the installation to get this info.
