Bug#798940: apache2: Throws a 500 error on SVN/DAV uploads

Dear Maintainer,

We are seeing 500's when our customers try to upload files via SVN. Here's an example:

x.x.x.x - user [10/Sep/2015:14:14:01 +0000] "PUT /svn/repo/!svn/txr/3-3/trunk/music/Wildlife.wmv HTTP/1.1" 500 538 "-" "SVN/1.8.3 (x86-microsoft-windows) serf/1.3.1 TortoiseSVN-1.8.2.24708"

The actual error in error_log

[Thu Sep 10 14:14:01 2015] [error] [client x.x.x.x] Could not get next bucket brigade (URI: /svn/repo/!svn/txr/3-3/trunk/music/Wildlife.wmv)  [500, #0]

This looks very similar to this bug:
