Bug#798007: Apache 2.4 produces massive amounts of zombie processes

The version of apache2 in jessie suffers from the following bug:

As described in the upstream bug report, huge amounts of zombies are
produced
and as soon as their number hits FcgidMaxProcessesPerClass all requests
return 503 Errors.
