Package: apache2
Version: 2.4.6-3
Severity: minor

This is almost all in the subject.

I think invoke-rc.d would make sure local policy is properly enforced.

The culprit is in source file debian/apache2.logrotate

Hello

I think there was some policy about the fact a script should not call
/etc/init.d/ directly but rather call invoke-rc.d, though I cannot
remember where I got that tough.

Now, with all the changes in start scripts, I'm totally lost, and I'm
not sure this is such a good idea. If init.d/ works with logrotate when
a "policy" prevented apache to start, then there is no problem indeed.

So I'm taking the liberty to close that bug I reported. My apologies for
the noise. ^^
