Actually, in squeeze, apache2.2-common.postinst contains: [ -f /etc/apache2/httpd.conf ] || touch /etc/apache2/httpd.conf So the file is generated in squeeze, during apache2.2-common configuration. But if it's not empty, it's moved in /etc/apache2/conf.d/ during wheezy upgrade, and the main apache2.conf file is *not* modified to remove the "Include htpd.conf" line.
