Bug#711127: apache2.2-bin transitional package (binaries only) should not depend on apache2 package (which runs a system daemon)

It won't do so anyway. We prefer a coordinated rush together with our
reverse dependencies. See #707024. I don't think this is grave, to be
honest.

Yes, you raise a valid point. However, I'm pretty sure we did this on
purpose back then. Sadly I don't remember details anymore as this
transition was originally meant to happen for Wheezy. I think this was
somehow related to the MPM packages disappearing.

I am going to test this again and let you know.
