When installing libapache-mod-perl onto my system with apache installed
I was prompted to choose which modules would be running after the
upgrade and then presented with this notice:

Do you want me to restart apache now?
Remeber that in order to activate the new configuration apache has to be
restarted. You can also restart apache manually executing
/etc/init.d/apache restart

(apache-common.templates Template: apache-shared/restart)

Since restart doesn't really stop/start apache (bug 364928) but just
asks it to kindly reload (HUP, bug 348474) the information presented in
this template after installing a module is incorrect.
