Bug#564061: apache2-utils: ab should be in /usr/bin

The Apache benchmarking tools, ab, is usually not run as root and is
not at all specifically targeted to system administration. (For
example it is used by web developers to benchmarking their
applications.) It should therefore be in /usr/bin.
