Increasing the limit in Apache will only cause problems at other 
places, like browsers [1] and proxy servers (AFAIK squid has a 8192 
byte limit, too). Those other problems are much harder to find than 
the limit in Apache. Therefore I would rather not change the limit in 
Apache.

Puppetmaster should really use POST instead.
