Bug#557612: During package upgrade, apache2 is stopped, but not started

This is standard behaviour of Debian packages (because they all call invoke-rc.d which does not execute "start" commands if the init script is disabled in the current runlevel).

It may make sense for Apache to deviate from this behaviour. But there is no chance that this behaviour will be changed in lenny.
