Never used aptitude, so don't know why the results differ, but maybe you
should ask aptitude developers? Or if the behaviour differs from what is
documented in aptitute docs (man page), you should fill a bugreport.

Fill a bug report against those packages with details of your problems.

np, this is cca fourth bug report about apache 1.x and php5 ;),
and there has been(maybe still is) bug in the release notes.
