Bug#541536: apache2: need Build-Conflicts with autoconf2.13??

Version: 2.2.12-1

This package requires a Build-Conflicts: autoconf2.13 otherwise the
following happens:

mkdir -p debian/build-tree/itk
[...]
[do patches then autoheaders, then...]
+ autoconf
autoconf: Undefined macros:
configure.in:186:  AC_MSG_NOTICE([Using external PCRE library from $PCRE_CONFIG])
configure.in:191:  AC_MSG_NOTICE([Configuring PCRE regular expression library])
make: *** [mpm-itk] Error 1

Note that autoconf almost certainly ascertained that this was a
version 2.13 configure.in file, as it says AC_PREREQ(2.13).

Or maybe there was a different error?
