Doing a piecemeal upgrade from etch to lenny, I get:

Unpacking apache2-suexec-custom (from .../apache2-suexec-custom_2.2.9-10+lenny2_i386.deb) ...
dpkg: error processing /var/cache/apt/archives/apache2-suexec-custom_2.2.9-10+lenny2_i386.deb (--unpack):
 trying to overwrite `/usr/lib/apache2/suexec', which is also in package apache2.2-common

apache2-suexec-custom should conflict against apache2.2-common << [version it was split out]
