Bug#470551: installation within chroot dies about hostname

Version: 1.0.16

Trying to install ssl-cert within a chroot freshly setup using
debootstrap I get

hostname: Unknown host
dpkg: error processing ssl-cert (--configure):
 subprocess post-installation script returned error exit status 1


The hostname of the base system is set to "bugs". It is defined in
the base /etc/hosts, but of course it is not defined in .../etc/hosts
in the chroot. The whole chroot is not configured yet.

Maybe ssl-cert could be setup at first boot? The runlevel startup
scripts within the chroot are under control using a policy-rc.d
script.
