Package: apache2.2-common Version: 2.2.3-3 Currently /etc/init.d/apache2 force-reload restart apache even if it was not running. It should have the same behaviour as 'reload'. see http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=316321 The trivial patch is a copy of the bug 216321 solution.
