Bug#415775: RC-ness (AddDefaultCharset)

I recommend in favour of considering this RC.  AddDefaultCharset is an *evil*
feature that is only intended to be used as a dirty hack for broken setups.

I suggest a quick google search:

First two hits are official apache documentation discouraging its use.
Followed by stuff like:
