apt problem with libapache-mod-perl

This is really annoying. No matter what I try I cannot remove, reinstall, fix, or do anything with libapache-mod-perl. I really need to get ftpd installed on this machine, but can't because of this stupid apt error. ftpd has absolutely nothing to do with libapache-mod-perl, but apt, in its infinite wisdom won't let me install ftpd because it just HAS to try to install libapache-crap first!! grr!@!#(*()

Why can't I just tell apt-get to ignore processing this libapache sh|t? God this is frustrating@!

Please help.
