If apache2-common was installed to satisfy a dependency, it will
provide /etc/init.d/apache2 - but running it will fail, of course, as
no apache2-mpm-* is installed:

mosca:/home/gwolf# /etc/init.d/apache2 start
mosca:/home/gwolf#

IMHO, a warning note should be printed at least.
