Bug#368109: apache2-common: Move the Include /etc/apache2/conf.d/[^.#]* to the end

The following two lines should be moved to the bottom of the apache2.conf
so that it is easier to override the default directives in apache2.conf.
This will make it easier not to have to edit the shipped defaults.

# Include generic snippets of statements
Include /etc/apache2/conf.d/[^.#]*

These lines should be right above the virtual host configurations lines
at the end of apache2.conf.
