Alas, I can confirm this; a2enmod dav gives me this error with the dav.conf
and dav.load shipped with apache2.2-common.  And a strings
/usr/lib/apache2/modules/mod_dav.so shows no mention of this DAVLockDB
command; it appears to be defined only by mod_dav_fs.so, so presumably this
command needs to be moved to dav_fs.conf.
