Bug#397446: apache2 force-reload should not start apache if it was not previously running

Package: apache2.2-common
Version: 2.2.3-3

	Currently

/etc/init.d/apache2 force-reload

restart apache even if it was not running.
It should have the same behaviour as 'reload'.

The trivial patch is a copy of the bug 216321 solution.

I'm using Debian GNU/Linux unstable i386
