After updating apache2-mpm-worker apache failed to start with the
following error message:

/etc/apache2/apache2.conf:
Invalid command 'Order', perhaps misspelled or defined by a module not
included in the server configuration
failed!
invoke-rc.d: initscript apache2, action "start" failed.
The block with the "error" is:
