Package: apache2-mpm-prefork
Version: 2.0.54-5
Arch: Debian 3.1 stable i386

apache2-mpm-prefork works fine and dandy....
until you install:
libapache2-mod-perl2
libapache2-mod-php4

"/etc/init.d/apache2 stop" will freeze and wont kill any processes

just hangs in there with:

root 16002 0.0 0.0 12200 2848 pts/1 S+ 19:20 0:00
/usr/sbin/apache2 -t

along with apache2 -k stop and the apache2 init.d script process loaded....

removing the libraries fixes the problem, I couldnt go any further for
lack of time to investigate.

Closing per user's request; it seems like he managed to rid his system
of entropy which can cause weird failures.
