Bug#285290: apache2 content negotiation issue

I struck this. It seems that the definitions in 
/etc/apache2/conf.d/apache2-doc correctly set things up so that if you 
access the following urls, it works:

http://localhost/apache2-default/manual/
http://localhost/manual/

The definitions in /etc/apache2/sites-available/default give you access 
to everything in /usr/share/doc/, but doesn't setup the content 
negotiation for the apache2 manual.

Maybe this isn't really a bug.
