Bug#392349: apache2: mod_access no longer statically linked

Hi,

Just stumbled across the same thing, but it's easy to fix and not
actually a bug I think.
Just add (a symlink to) authz_host.load to mods-enabled et voila :)
I needed to add a few more mod's like this to get my config working
again.
