Bug#391265: apache2.2-common: Cannot install this package due to failed removal of apache2-common

Justification: renders package unusable


While trying to install this package apache2-common needs to be removed
but this comes up:

No such file or directory
apache2: Syntax error on line 116 of /etc/apache2/apache2.conf: Syntax
error on line 1 of /etc/apache2/mods-enabled/cgi.load: Cannot load
/usr/lib/apache2/modules/mod_cgi.so into server:
/usr/lib/apache2/modules/mod_cgi.so: undefined symbol:
apr_filename_of_pathname
 failed!
 invoke-rc.d: initscript apache2, action "stop" failed.
 dpkg: error processing apache2-common (--remove):
  subprocess pre-removal script returned error exit status 1
  Errors were encountered while processing:
   apache2-common

This might be the same as bug #390819 but flagging as grave here as
stops apache from working when going to do the install.

Line 116 of /etc/apache2/apache2.conf is:
Include /etc/apache2/mods-enabled/*.load

Line 1 of /etc/apache2/mods-enabled/cgi.load is:
LoadModule cgi_module /usr/lib/apache2/modules/mod_cgi.so
