We had just this situation on one of our servers running a website that utilizes mysql heavily. During the shutdown process, the database could not be shut down because the website was still up, and after the reboot the tables were corrupt. That is why from my perspective critical is the right severity.

I'm not responsible for the apache2 packages, and I certainly don't want to fight with you about it. I just wanted to report the problem.
