Bug#325779: apache: mod-bandwidth max 900 kb/s

if I set (using mod-bandwidth) on a virtual server section a maximum of
above 900000 the speed is throttled to 900000 bit per second, with every speed
above such limit. any Speed belov that limit works fine.
Using a differente virtual host, with the same file, i get about 60000000
b/s (that is bound just by the speed of the disk).
