Erm, so find out what's bound to that address/port, and make it stop?

After a minute "invoke-rc.d apache2 start" succeeded and before that Apache2 (SSL) was listening on that port (I assume), so I think it's a time-out.

(or make apache stop trying to bind to it, if that's not what you want).

Not entirely sure how this constitutes a bug...

Well, I think a force-reload on package upgrade should not cause the server to go down (as it did).
