in previous versions of apache, 'reload' would not automatically restart
the server if it was not running. but now in apache2:
Reloading web server config...httpd not running, trying to start
done.
if this is intentional and not an acceptable suggestion i am making,
please refile this as a wishlist bug asking for a way to reload a
running server without starting it if it isn't running.
