Bug#298143: apache2: Please remove patch that was reverted upstream

Please remove the patch at:

debian/patches/035_HEAD_Content-Length_Fix_From_CVS

inside the apache source package.  It was later reverted in the Apache
source, and is causing problems with mod_perl unit tests among other
things.  The Apache source repository says this was fixed elsewhere.
