(Note - I have nothing to do with Debian Apache, I just happened to see
your bug report while searching for something else.)
Support for files >2Gb is a new feature in Apache2.2. See the release
notes:
http://httpd.apache.org/docs/2.2/new_features_2_2.html
When this will be available in Debian is not something that I can
comment on.
