Bug#327869: apache install/upgrade kills any running apache

Version: 1.3.33-6sarge1

When I upgraded the apache package in an chroot environment (sarge), using
`apt-get upgrade' another apache, running on the host system (woody)
was killed.

This was caused by the apache.preinst script, which kills every
running apache it finds in the current process-table.

Obviously the pre-install script is acting under the assumption, that
any apache running on the machine is/should be managed by debian
package managing system.  This is not true in many situations[0] and
therefor this is a bug.

[0] In the current case, of many chrooted systems on one box there are
    even many independent package management systems.
