i'd like to second the motion to not have a2enmod reload the server.
or, at the least, not do so by default but include a cmdline flag
to do so. changing a configuration and reloading a server are two
seperate tasks, while often done together are not always so. i'm
working on a project where i'll need to do the two seperately.
