Bug#306481: libapr0-dev: apr-config points to non-existent libtool

The 'apr-config' program reports a location for 'libtool' where there
is no libtool provided in the package on any other packages on my system:
$ apr-config --apr-libtool
/usr/share/apache2/build/libtool
I'm guessing this is meant to be a copy of the libtool that Apache
was built with, which can be used when building other libraries
which link against it. That's certainly how it's used in the source
I'm trying to build. Without it the source doesn't compile without me
tweaking the 'configure' script.
