Bug#282606: apache2: link Apache with external PCRE

Apache 2 crashes when loading any module which is linked to the system
PCRE library (because Apache is statically linked to an ancient
version of PCRE internally).

There is a working patch which allows Apache to be linked against the
system PCRE:

(When configuring, you need to add --with-external-pcre).

The Apache developers have been totally unresponsive on this, even
though the patch works and is well-tested.  It would be nice to be
able to use Apache 2 + PCRE-linked modules under Debian at the very
least.
