Bug#281421: apache2-common: /var/cache/apache2/proxy/ should be writable by www-data

Directory /var/cache/apache2/proxy/ is used by mod_disk_cache and needs 
to be writable.  It seems to be owned by root/root and only writable by 
root.  Should it be created with more permissions?
