Bug#246134: apache2-common: a2enmod cannot install userdir module

When one tries to enable the userdir module, the following occurs:
root@paulw-desktop:/etc/apache2# ls /etc/apache2/mods-available/userdir*
/etc/apache2/mods-available/userdir.conf
root@paulw-desktop:/etc/apache2# a2enmod userdir
This module does not exist!
The problem is that the userdir "module" has nothing to ".load" and so
only has a ".conf" file. a2enmod, only looks for ".load" files, and so
cannot find userdir. There are two possible solutions to this problem:
1. Create a, possibly empty, userdir.load, which a2enmod can find, or
2. Modify a2enmod and a2dismod to look for either .conf or .load files.
Personally I advocate the first solution, as it keeps things much simpler.
