Bug#263322: why not reopening the other 500 bugs with proper tagging?

Because presumably the other 500 bugs don't violate a must directive in
policy (10.7.3, 'local changes must be preserved during a package
upgrade'). The local change being the removal of the webmaster alias
from /etc/aliases. That's why I think it warrants an update to stable.
(And I wouldn't be pushing it if it weren't the single most annoying bug
on the local woody hosts.) Please reconsider the severity of this bug.
Regards,
Daniel.
