Bug#233077: apache2-common: Should also leave out .files

At first I changed mine to look like this:

Include /etc/apache2/conf.d/[^.A-Z]*[^~]

But then I decided to require that they start with two digits.  This makes
the order of loading more conrollable and obvious and also allows the
numbered files to include named files without the named files being
included on their own.  So now it's I have:

Include /etc/apache2/conf.d/[0-9][0-9]*[^~]

This is more in line with other configuration schemes that include directories.
