Bug#231185: Some more testing (reproducible errors)

After some more testing, I seem to have found one thing that is
constant, and reproducible.

The previous logs (submitted to the bug today) is still valid. In
those logs I didnt use the script in init.d as you can see, but still
did all the steps manually, like clean out apache2_scoreboard and
ssl_scache.

This time over I can actually run apache2, as long as I dont enable
ssl.load and ssl.conf. I also removed -DSSL in init.d/apache2 (which
of course only affects which parts of the configuration files are
loaded). I also tried to do all the steps manually that the init.d
script does and it also worked fine. This is 100% reproducible (tested
more than 10 times). Whenever I reactive ssl.load and ssl.conf I get
this in error.log:

[error] Cannot allocate shared memory: (17)File exists

And it errors out on that ssl_scache is there, but that file was
either manually removed or by the init.d script.
