apache, apache-perl and apache-ssl provide: httpd. apache-perl in woody

i can't say if it was done for a mistake before woody.

No because it will have other side effects. Probably not in your specific
case tho. See also 178134 but that is more related to modules that are
compiled other than web addons like phpmyadmin and so on.
We want modules maintainers to test against all flavours of apache since
they are not the same. One flavour might behave in a different way than
another, it is not good to just depend on them because they are there.
