Bug#192489: Please add a conf.d to apache

Hi...

I'd just like to add that the suggestion outlined in this bug would be an 
exceptionally good idea - it would allow me to use debconf for the apache 
module I package (libapache-mod-python). At the moment, it's not possible to 
use debconf for enabling/disabling modules - instead, one has to go through 
the apacheconfig monster.
