Bug#222151: apache: When using Apache as a ftp proxy, it fails and returns garbage characters in the 'Reason' field.

I have a Debian testing distribution on my Linux box,
running Apache as a server and cacheing proxy.
The Debian box also is a firewall for an internal network,
on which I run Windows 95 with Mozilla 1.4 as a web browser.
The Linux box proxies on port 80 from the internal network,
and the Windows Mozilla has port 80 on the Linux box set as
the http and ftp proxies.
When I attempt to download via ftp from the Windows box,
I get the following response:
502 Proxy Error - Mozilla
The Proxy server recieved an invalid response from an upstream server.
The proxy server could not handle the request
GET ftp://oxanon:XXXXXXX@micros.oucs.ox.ac.uk/sl/sophos.
Reason: [22 random binary characters here]
The Apache log (/var/log/apache/error.log ) shows nothing,
and the access log (/var/log/apache/access.log) shows a normal
transaction:

I'd seen this a couple of weeks ago, before the latest breakin.
I've ftp'd to the site from the linux box, and it appears quite
normal, though it refuses access:
ftp micros.oucs.ox.ac.uk
Connected to micros.oucs.ox.ac.uk.
421 Service not available, remote server has closed connection
ftp> quit
