http://www.apt-get.org/ is the best starting place for debs. Look for somewhere that offers apache2/php4 woody packages.

There are bugs fixed in apache2, that aren't fixed in 1.3 - but 2 includes lots of new code with new bugs! Which is most stable is a matter of opinion...
By the way - there are plenty of people who use apache without PHP!
Personally I'm waiting for mod_perl2 to be released, then I'll start looking seriously at apache2.
