Bug#217001: apache-ssl: "SSL_accept failed" using some browsers

With certain user agents, negotiation seems to fail. One such user
agent is Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.4b)
Gecko/20030516 Mozilla Firebird/0.6
Some other user agents do not experience this problem.
This problem is new, arriving with a recent version of apache-ssl;
It's difficult to say which version, because the switch to
modules-config broke me so badly that it's taken a few weeks to sort
that out. Prior to that point, everything has worked quite well.
